The object of the Canadian manual, Operation and Control of Civil Defense, is to describe the operations and control of the CD services in a target area.
Most of the ideas and tactics presented in this manual are based on experience gainined in Germany and England during WWII, and take into account the increase in power of the new types of weapons.
They are also based on the assumption that the civil defense service in Canada will not have to combat the impact of continuous attacks, but rather the sporadic raiding using weapons of mass destruction, although the CD services mush be prepared for any eventuality.
Grateful acknowledgement is made to a large number of civil defense officials who have contributed to the manual on the Operation and Control of Civil Defense in Canada.
