When Civil Defense started, a lot of effort was expended on helping the citizen become more prepared. Because of this several FEMA documents on DIY home fallout shelters were created and disseminated to the public. This version, Home Fallout Shelter C, is a more permanent, yet still inexpensive shelter a homeowner can build.
The Department of Energy’s own Cresson Kearny wrote Nuclear War Survival Skills to give the individual information on how to survival a Nuclear attack.
Starting with President Kennedy, FEMA moved away from the individual to spend all of its energy on governmental survival and mass shelters. Now only the government survival aspects of Emergency Management remain, and outside of these old documents and the few new books by individual survival authors, you just wont find any information on the construction of a home fallout shelter.
Home Fallout Shelter C in this document is a more permanent DIY basement shelter using cement block and lumber.
I believe that this shelter is much better for earthquake prone areas than the Home Fallout Shelter E.
